THE UKRAINIAN ARMY MUST RIDE ON UKRAINIAN CARS, FLY ON UKRAINIAN HELICOPTERS AND PLANES, SHOOT UKRAINIAN UKRAINIAN WEAPONS WITH UKRAINIAN WEAPONS
This was stated by Andriy Senchenko, Chairman of the National Association of Defense Industry of Ukraine during his speech at the International Defense Investment Forum, which took place on August 12 at KPI. Sikorsky https://kemonbet.web.fc2.com/.
Below we publish the full text of the speech: “On the agenda of our forum is the definition of the directions of development of the Ukrainian defense and the frontiers that we must reach within 10 years. In this very important work, I would single out two blocks.
The first concerns the aerospace industry of Ukraine, which is known in the world and has a huge potential both in terms of promotion in foreign markets and to meet the needs of the Ukrainian state and its defense. The main task in this direction is to build a reliable partnership that will completely abandon the components of Russian production and together with partners to enter international projects and markets of other countries with joint products and quality support system.
As for the second block of strategic issues for the country – the production of weapons, military equipment and ammunition – there are problems of a different nature. The first – the need for quality transformation in the Armed Forces. Only flexible, mobile and well-armed Army. Today’s reality is, unfortunately, different. Due to staff turnover, the Ukrainian army, in relation to the total number, trains three times more specialists in basic military specialties than the Polish army. It takes a lot of resources, and specialists who can be trusted with complex equipment are constantly lacking. military service; when a soldier is ready to serve at least 5-8 years (2-3 contract terms), during which he will be able to become a real specialist and have time to prepare for change. The task of the state is to create an effective system of motivation for service in the army which guarantees the best soldiers advancement on the career ladder of military service. The next question – military-technical policy in the Armed Forces, or rather – its absence. A sad illustration of this statement is the defense procurement of the past and current years. The lack of a clear military-technical policy as a basis for production planning, defense procurement and investment has allowed stakeholders to block the development and testing of new weapons, military equipment and ammunition. considerable funds of Ukrainian taxpayers were used to purchase imported garbage under gray schemes. The result of such activities is a decrease in the country’s defense capabilities, losses of defense companies and great satisfaction in the Kremlin. two cases. When such purchases are made not at the expense of loans from other states, but at the expense of financial assistance, first of all, from the guarantor countries under the Budapest Memorandum. Or in the case of critical imports with the simultaneous inclusion of such items in the import substitution program. Of course, the production of weapons, military equipment and ammunition also requires investment. But the experience of seven years of war has shown that the main investors in this matter are Ukrainian citizens , energy and at their own expense have built dozens of efficient enterprises that today produce reliable products for our army. these industries, they are certainly needed, but primarily in the form of technology, equipment and opportunities for joint promotion in foreign markets.
The main thing when choosing partners for such joint projects is the reliability of investors and the consistent position of their countries in relation to Russia’s aggressive actions, violations of international law and internationally recognized borders. army, but also engines for armored vehicles and machines for our defense companies. Only not to irritate Putin. And at the same time they didn’t prevent the known European manufacturer of the power equipment to help the aggressor in the decision of a problem of providing with the electric power of the occupying army of Russia in the territory of the Ukrainian Crimea. The Ukrainian army must ride Ukrainian cars, fly Ukrainian helicopters and planes, shoot Ukrainian weapons with Ukrainian ammunition. To do this, we have all the necessary potential. And to strengthen it, where necessary, we will be together only with the most reliable, proven partners. Attracting such investors requires some changes in the practice of the Government of Ukraine and, first of all, the Ministry of Defense and the Ministry of Strategic Industries. In the Ministry of Defense, as the main customer of strategic enterprises, on armaments and procurement of weapons. Sometimes the procedures for agreeing on such decisions, which require a maximum of weeks, are delayed for months and years. level the process of liberalization of exports of special products. Competitive private enterprises that fully satisfy the actual demands of the army should not wait a year to obtain a license to export their own products. I would like to say that the venue of our forum is very significant – the site of Kyiv Polytechnic. exact sciences in high school, test results in mathematics and especially physics, as well as the number of those wishing to go to engineering specialties, it becomes clear that the traditions of scientific and engineering schools of Ukraine are under threat. significantly increase scholarships for students studying in complex technical specialties, said – we already have the training of an engineer is more expensive than the training of a lawyer. Unlike the former minister, as an engineer and lawyer, I think it should be. And a significant increase in scholarships for technical students is absolutely justified. Therefore, one of the tasks of the Deputy Prime Minister for Strategic Industries of Ukraine is to break the stereotypes and achieve significant and long-term public investment to support the nation’s intelligence. In the material base of engineering universities, in much larger scholarships for students and in the creation of a system of state support for young professionals who came to work for strategic enterprises. Investors. Industrialists are able to give a firm answer to any request of the state concerning defense – “We will do it”. Investors need reliability, consistency and protection of their participation in joint business projects. As for the government and its representatives, all we expect one thing from them – high-quality performance of state functions.
