The document, published on the Government portal, prohibited advance payments from December 9 for goods and services purchased at the expense of the budget, except for goods intended to counter Covid-19. This virtually made it impossible to finance orders for the manufacture of modern military equipment and weapons, as well as research and development work in this area. Under pressure from arms manufacturers, the Cabinet of Ministers amended paragraph 3 of the scandalous resolution and decided to supplement it with words and figures:
“To meet the needs of national security and defense in accordance with the main indicators of the state defense order for 2020-2022, namely the purchase of unmanned aerial vehicles, warships, high-precision missiles, missiles and missiles, missiles and ammunition, including training and production cruise missiles, aircraft for the needs of the Armed Forces, armaments, military and special equipment under international agreements (agreements, contracts), including those concluded with a specialized procurement organization, namely the NATO Support and Procurement Agency ) ”, – it is said in the amendments to the resolution.
